TP2Location lets users reverse lookup any Telephone Number to its geographical location.

If you are ready to spend some bucks (this is none of your business though :P ) , then there are paid services like

Cellphone Registry provides its members the easiest way to trace prank calls.Why paid???? Because they include Owner information,Carrier details,Address details,etc in phone report.

well the sites only tell you the telecom circle, they do not tell you any details about where the call has been made from.

for example you take a mobile from Pune and use it in Bhubaneswar, the sites will only tell you that its an MH number even if the calls are originating from OR

well seems u did tried tracing :)
Those sites give limted access to cell user database

for real time tracking u need to activate paid services like Cellphone Registry ...i have given the link in post... chk out last line
